Is This Flag Racist?

It represents the Southern Confederate Heritage, the same as the Rebel flag we have been taught to hate. The Rebel flag is the battle flag, this one is the flag of the Confederate Nation. Both flags represent the same thing, but we have not been taught to hate and be prejudice against this one.
